The Army of the Potomac depended heavily on those who transported their supplies. A wagoner (also sometimes referred to as a teamster) was a soldier pulled from the ranks for this post. He became responsible for the draft animals and the wagon itself. The wagons were pulled by four horses or six mules. Each regiment needed wagons for: medical supplies; walled tents and officers' baggage; cooking utensils and kettles; food rations; ammunition; and forage for animals.

Mills became a Veteran Volunteer wagoner at his re-enlistment at Brandy Station on December 27, 1863.
